Do you know which resources and services you REALLY depend upon? Do you know the time-criticality of each (ie: how long you can do without them)? Within this, do you know at what point the various stages of impact on your organization would occur?
To plan properly you really should have a handle on all these matters. How can you plan properly for recovery if you don't have a clear understanding of which resources/services are critical and how quickly this criticality occurs?
